Flonder was once a fish and was left in the ocean by his best friend who took human form from the spells of the evil witch of the ocean, after thinking hard he went to the evil witch and asked to become a cat, the witch granted his wish, but he couldn't talk or at least not to his best friend any more, flonder is stuck being a cat chasing fish for as long as the evil witch lives, till then he is looking for a loving home.
